it will proceed in 11 days' time, when harry reid set the next vote. here is a statement from the white house -- as we go on, we will hear from republicans about why they voted the way they did. we will read some more in the news. but he would brandon has a say in ohio, a republican column. good morning. caller: i live in the north- central part of ohio. i believe that the republicans did the correct thing by mounting this will not to proceed. it is very frustrating for somebody like me to see the majority leader harry reid, on the senate floor and give ashe deal -- come up on the senate floor and give a temper tan trum. i do not believe the president has the right to have his defense secretary affirmed. it is the senate's job to affirm the nominee. if republican senators want to vote no, that is their choice. the majority leader should not shamed the republicans into voting yes because he thinks that is the correct thing to do. host: what do you make of the reporter we just talked to, mentioning that he may get confirmed in two weeks' time? does that

senator harry reid has a son in law who has lobbied since 1999. guest: a lobbyist related to a senator cannot lobby in the senate unless the relationship was established more than two years before the senator took office. and the person was a lobbyist before that time as well. there are pretty strict rules. you cannot talk to the one you are related to. in the house, the rules are different. you can talk to any member of the house except the one you are related to. host: does that mean if you cannot talk to members of the senate, can you still talk to the house and the white house? guest: absolutely. there's no rule about talking to other agencies. host: sarah bryner, research director at the core center for responsive politics, they keep coming in this morning. opensecrets.org. next, mental homeless in the united states and a closer look at the mental health care system. first, a news update from c- span paul radio. >> in a preview of tonight's state of the union, the associated press as saying that president obama will announce 34,000 u.s. troop

what is wrong with harry reid that he could not get along with a house and set up a budget for them so you could go to congress and have a budget? i cannot believe after four years there has not been one. guest: it is really surprising. congressman jim cooper wrote a piece of legislation, no budget, no pay. it required the congress to pass a budget resolution. the set and house agreed on it and did the appropriation bills on time. it the senate did not do that, they would have to give up their pay until the work got done it. -- if the that it did not do that, they would have to give up their pay until the work got done. i was a sponsor of that bill. within minutes of having that legislation passed, harry reid came to the podium and said this year the senate will pass a budget. it is a critical step forward. at this point we will be able to see what a separate report -- priorities are, and hopefully we will be able to pull those documents together and have this country work on a budget for work, work with inside the budget framework so we can control the rampant growth of government. >h

i have worked on many bills that have crossed harry reid's desk. the speaker is right, the time has come for the senate to come up with something. it is speak in english. it means the way it is supposed to work here. it does not languishing there, it is debated and we vote on it. that is the way democracy works. it goes to a conference, differences are worked out. then it is voted on, up or down. senator reid has chosen not to let it work like that. host: let's go to the phones. lois, democrats line. caller: he is representing tennessee. it looks like each and every day we have a murder of someone attacked with guns and violence. sequestration, wanting to do budget cuts -- what about this crime? we need the police, firemen. the only time when our people from tennessee, republicans, always say cut, cut, cut -- why don't you cut, raise those taxes on the rich people and stop spending money overseas? you say we don't have any money? why are you helping other countries? guest: i actually lived in memphis for 10 years when i was in medical school there.
